Biomass conversion incentives

Eighteen California biomass conversion facilities have qualified under the USDA’s California Farm Service Agency (FSA) biomass crop assistance program (BCAP).
"The purpose of the matching payments is to assist biomass producers and harvesters with the collection, harvest, storage and transportation (CHST) cost of delivering biomass to a qualified biomass conversion facility," according to David Schaad, FSA California acting state executive director.
Owners or harvesters of biomass material with approved applications may already be eligible for matching payments for delivery of the material to a qualified facility.
The qualified California facilities include:

• DG Fairhaven Power, Samoa
• Collins Pine Co., Chester
• Wheelabrator Shasta Energy Co., Anderson
• Rio Bravo Fresno, Fresno
• Rio Bravo Rocklin, Lincoln
• Community Renewable Energy Services, Inc., Reedley
• Woodland Biomass Power, Ltd., Woodland
• Merced Power, LLC, El Nido
• Ampersand Chowchilla Biomass, LLC, Chowchilla
• Madera Power LLC, Firebaugh
• Sierra Power Corp., Terra Bella
• Pacific Oroville Power, Inc., Oroville
• Pacific Ultrapower-Chinese Station, Jamestown
• Covanta Mendota, LP, Mendota
• Covanta Delano, Inc., Delano
• Mount Lassen Power, Westwood
• Burney Mountain Power, Burney
To be eligible for a BCAP payment, the biomass material owner must first have a valid contract in place with the qualified biomass conversion facility.
CHST matching payments are paid at a rate of $1 for $1 per dry-ton equivalent received from a qualified biomass conversion facility, not to exceed $45 per dry-ton equivalent. An eligible material owner is able to receive payments for a period of two years.
